Demand Proper Public Consultation on the Proposed Calluragh Wastewater Treatment Plant
To Uisce Éireann and the relevant planning authorities
We, the undersigned, call on Uisce Éireann to undertake meaningful public consultation on its proposal to construct a combined wastewater treatment plant at Calluragh, near Lahinch, Co. Clare.
We fully support the urgent need to improve wastewater treatment for Lahinch and Ennistymon. However, we believe that the location of such major infrastructure must be justified through a transparent assessment of alternatives and meaningful engagement with the communities directly affected.
In July 2025, Uisce Éireann’s project page stated that “as the project moves forward, Uisce Éireann will also engage with landowners, hold public information events, and carry out various surveys and studies”. Yet the only public information event identified by our community took place on 28 May 2025, before the proposed Calluragh location was publicly identified.
Uisce Éireann’s website now states that consultation has closed and that its planning application, with an Environmental Impact Assessment Report, will be made directly to An Coimisiún Pleanála. The application will not be decided by Clare County Council. There will be no local planning decision and no right of appeal. The community will have one opportunity to make submissions, and the decision can only be challenged by judicial review in the High Court. This is a faster process with fewer opportunities for local people to be heard, which makes proper consultation before the application all the more important.
We are concerned that affected residents, farmers, businesses and coastal communities have not been given an adequate opportunity to examine and respond to the preferred location and its potential impacts.
We call for:
We support better wastewater treatment. We demand proper consultation, transparency and a solution that protects our communities and environment.
Right Plant. Right Process. Right Place.
